Dr. Rutenberg is the Head of the Legislative, Policy, and Technology Advice Section in the Patent and Technology Sector of the World Intellectual Property Organization (WIPO). Dr. Rutenberg is an Associate Professor and the former Director of the Centre for Intellectual Property and Information Technology Law at Strathmore Law School in Nairobi, Kenya. He is also an Associate Member of the Center for Law, Technology, and Society at the University of Ottawa, Canada. Dr. Rutenberg's academic research focuses on the use and suitability of Intellectual Property systems by innovators and entrepreneurs throughout Africa, as well as aspects of IT law affecting data protection and information controls. He is the author of a book on cyberlaw in Kenya, and has published and presented widely on both practical and academic issues in IP and IT law. As a practitioner, he is registered to practice law in California, patent law before the United States Patent and Trademark Office, and patent/trademark law before the Kenya Industrial Property Institute and the African Regional Intellectual Property Office. Dr. Rutenberg received a Bachelor of Science degree in Chemistry and a second Bachelor of Science degree in Mathematics/Computer Science from the Colorado School of Mines, a PhD in Chemistry from the California Institute of Technology, and a JD from Santa Clara University. His graduate research advisor was Robert H. Grubbs (Nobel Laureate, 2005), and his graduate research focused on new methods for producing high-performance polymer materials.
